When touch screen is broken, you can use USB OTG cable or mirror Android screen to PC to enable USB debugging on broken screen Android phone. And you can view this full text tutorial:
Method 1: Use the USB OTG cable to connect a mouse to the phone, and use the mouse to control the phone without touchscreen.
Method 2: Use an app to mirror Android screen to the computer, and control the phone on the PC screen.

Connect usb hub into your mobile … In one port connect USB To HDMI & in second port connect a mouse… Now hookup a monitor or something to HDMI out to broadcast phone video signal to screen and enable USB debugging

It's funny because if you don't have usb debugging enabled, you can't connect with adb
the instruction line in the picture you posted is totally unclear, something like adb install x:xxxx/vysor.apk … but there are easier ways to mirror screen… the video is to ENABLE DEBUGGING MODE … not to mirror screen… mirroring screen when in debugging mode is easy (https://github.com/Genymobile/scrcpy)
