Getting access denied error in windows 10 while opening or installing programs or files and folders? You can fix the problem by two simple methods
1- Right click on the file and chose “run as administrators
2- Making oneself as administrator in Computer Management I right click on windows start button I computer management I local users and groups I users I chose your account and open it I switch to the tab “member of” I click on “Add” in the bottom and type in Administrators I OK
Now RESTART your computer to apply the changes you have made

For all those people saying that they don't have Local Users and Groups:
You are required to have this folder to even TRY to logon to Windows. That is your entire user group. If you don't have it, how are you even ON a desktop? It's in Computer Management. If you don't have it, get your computer checked.
I followed all your instructions, inclusively using the CMD command, and going Computer management. All worked well, but under my name, there was already Administrators and Users as myself being a member of. There was no guest. Unfortunately, the ADX loader error message did not disappear.

Windows 10 Home and Windows Vista Home Editions do NOT have Local User and Groups under Computer Management (or anywhere else on the system…. Just FYI…. Some other OS versions may be the same, but that part I'm unsure of.
However, open the Command Prompt (CMD) with administrator privileges.
Make sure you are on C:WindowsSystem32>
If not: type cd.. and press enter until you are back to the drive letter. For this example, it would take you to C:>
Note: If you are on a different drive like D:, G:, etc… you need to be on whatever drive letter your OS is installed on (usually drive C)
Okay, from C:> enter the following commands in CMD to get to C:WindowsSystem32>
C:>cd windows
It will change to C:Windows> (type cd system32) and press enter
Looks like this C:Windows>cd system32
It will change to: C:WindowsSystem32>
Now type: net localgroup administrators and press enter
Looks like this: C:WindowsSystem32>net localgroup administrators
Note: If you changed the name of your administrators group then you will need to substitute "administrators" with the new name you have chosen.
Anyway, after the command "C:WindowsSystem32>net localgroup administrators" You should see:
Alias name administrators
Comment Administrators have complete and unrestricted access to the computer/domain
Members

Administrator
(Here it should show the name of your User/Administrator Account)
The command completed successfully.C:WindowsSystem32>
So, if your administrator user account shows up after entering that command "C:WindowsSystem32>net localgroup administrators" then you are already promoted to the administrators group!!
If not, type in this command: net localgroup administrators PutYourUserNameHere /add then press enter
Then type: net share concfg*C:/grant:PutYourUserNameHere,full and press enter
If that doesn't work, try this command instead: net share SHARE_NAME=c: /grant:PutYourUserNameHere,full
