I was trying to run sdkmanager –list from command prompt on windows 10 i am getting error

There used to be executable file to install platform tools right? Why do we need to manually install them now? sdk24 used to have the installer i guess?

Is it mandatory to install java? I have seen and read other videos and blogs, they were showing by downloading only the platform-tools and and using backup command.
